Why this matters

German chemical-park procurement (BASF, Covestro, INEOS, Evonik) and refineries (MiRO, PCK) screen subcontractors on Zoll Meldepflicht compliance and SOKA-BAU readiness before commercial discussion. Both are zero-tolerance: incomplete posting filings result in site refusal and back-charges to the main contractor.

We hold the full posting stack as standing capability and complete A1 + Zoll filings before mobilization, not on arrival.

[NOTE] Germany distinguishes "construction" scope (SOKA-BAU obligation, AEntG full stack) from pure piping/manufacturing scope (lighter regime). Scope classification is the first conversation with German main contractors.
